Negotiating teams from the Lake Elsinore Teachers Association, CSEA #598, and the district have agreed to restore six furlough days that were previously approved to help balance Lake Elsinore Unified School District’s 2011-12 fiscal year budget, school district officials announced Thursday.
According to a released statement, passage of an approved state budget made it possible for the district to restore furlough days on good faith, based upon restoration contingency language the district included in the 2011-2012 fiscal budget.
Last month, the school district’s Governing Board approved the new budget based on labor agreements calling for six furlough days in lieu of any teacher layoffs, and limiting ‘reduction in force’ impacts to classified employees.
This week, the teams agreed to implement furlough day restoration provisions subject to some elements that have been built into California’s fiscal year 2011-12 budget, district officials said.
Restoration of furlough pay will be effective in July or August, depending on work year.
The restoration agreement calls for the following school calendar and work day changes:
– May 24 and 25 will be calendared as student attendance days
– May 29 is calendared as a teacher work day
– May 30, 31 and June 1 are calendared as professional development days
The statement issued by district officials noted that restoration of furlough days is not guaranteed.
Lake Elsinore Unified School District’s budget provides contingency language for adding back three furlough days on May 30, 31, and June 1, spreading the pay adjustment between January 31, 2012 and June 30, 2012, as budget and economic indicators warrant, district officials said.
While the Lake Elsinore Teachers Association and the school district have signed off on the restoration agreement, the agreement with CSEA #598 must receive final approval from CSEA and ratification by unit members.
