Sheriff Stan Sniff promoted four Lieutenants this afternoon in Riverside in front of their friends, families, and co-workers. Sheriff’s Lieutenants Lyndon “Ray” Wood, Michael Judge, Dean Wright, and Jeffrey Kubel were each promoted to the rank of Sheriff’s Captain filling vacancies due to retirements over the past month.

Lyndon “Ray” Wood was promoted to the rank of Captain and will command the Sheriff’s Court Services East Operations. Captain Wood will assume his new position on September 6th.
Captain Wood has over 22 years of law enforcement experience. He joined the Riverside County Sheriff’s Department in May of 1990. Upon graduation from the Sheriff’s Academy, Captain Wood held assignments at Hemet Sheriff’s Station, Banning Sheriff’s Station, and the contract city of Moreno Valley where duties included Patrol, Problem Oriented Policing, Criminal Intelligence Unit and Special Enforcement Bureau (SWAT).
Captain Wood was promoted to the rank of Investigator in April 1996. As an investigator, Captain Wood performed investigative duties within the Southwest Sheriff’s Station.
Captain Wood was promoted to the rank of Sergeant in January 1998. As a Sergeant, Captain Wood performed supervisory duties within the Southwest Detention Center, Robert Presley Detention Center, Forensic Services West/East, Jurupa Valley Sheriff’s Station, the Special Investigations Bureau – West, and the Special Enforcement Bureau (SWAT).
Captain Wood promoted to Lieutenant in January 2007, where he held assignments at the Jurupa Valley Sheriff’s Station and, then created and led the Sheriff’s Tribal Liaison Unit.
Captain Wood has a B.S. degree from Cal Baptist University and is a recent graduate of the FBI National Academy. Captain Wood and his wife Reamie, reside in the City of Hemet.
Michael Judge was promoted to the rank of Captain and will serve as the new commander of the Coordinated Custody Unit which implements AB 109 Realignment changes. Captain Judge will begin his new command effective August 9th.
Captain Judge has over 24 years of law enforcement experience. Captain Judge began his law enforcement career with the City of Hemet Police Department, joining the Riverside County Sheriff’s Department in September of 1996. As a deputy sheriff, Captain Judge was assigned to the Hemet Station, where he was assigned to patrol and the Career Criminal Apprehension Team.
Captain Judge was promoted to the rank of Sergeant in January 2001. As a Sergeant, Captain Judge performed supervisory duties within the Jurupa Valley Sheriff’s Station for Patrol Operations, Investigations, Community Oriented Policing and Administration.
Captain Judge promoted to Lieutenant in October 2005, where he held assignments at the Southwest Detention Center, the Southwest Sheriff’s Station, and the Ben Clark Training Center.
Captain Judge has M.S. and B.S. degrees from Southern Illinois University and an A.A. degree from Mount San Jacinto Community College.
Captain Judge, along with his wife Kim, resides in the City of Hemet and have six children, and one grandson.
Dean Wright was promoted to the rank of Captain and will serve as the new Commander of the Sheriff’s Dispatch, Fleet Services and Information Services Bureau. Captain Wright begins his assignment effective July 26th.
Captain Wright has approximately 33 years of law enforcement experience, joining the Riverside County Sheriff’s Department in September of 1979. Captain Wright began his service with the Sheriff’s Department at the age of 18 years as a Sheriff’s aide and Sheriff’s service officer.
In September 1982, Captain Wright completed the Basic Corrections Academy and was assigned to the Riverside Jail as a Correctional Deputy. In April 1985, he attended the Basic Peace Officers Academy and upon graduation was assigned to the Hemet Station working Patrol Operations.
In January 1991, Captain Wright promoted to the rank of Investigator where he worked assignments with the Administrative Investigations Unit, Special Investigations Bureau working narcotics and vice operations, and the Blythe Jail.
In March 2001, Captain Wright promoted to the rank of Sergeant, working assignments at the Jurupa Valley Station and Special Investigations Bureau.
In January 2006, Captain Wright promoted to the rank of Lieutenant where he was assigned to the West Operations of Court Services. In July 2010, Captain Wright was transferred to the West Operations of the Coroner’s Bureau.
Captain Wright holds a B.S. degree from California University and is completing his Master’s Degree from the University of Laverne. Captain Wright resides in the City of Hesperia.
Jeffrey Kubel was promoted to the rank of Captain and will command the Sheriff’s Court Services West Operations. Captain Kubel begins his new assignment effective July 26th. Captain Kubel will oversee operations for Court Services in West and Central Riverside County including the Sheriff’s Civil Bureau.
Captain Kubel has over 22-years law enforcement experience, joining the Sheriff’s Department in July, 1990. As a deputy sheriff, Captain Kubel served assignments at the Robert Presley Detention Center, Southwest Detention Center and Southwest Sheriff’s Station.
Captain Kubel promoted to Sergeant in January 2002, holding assignments at the Robert Presley Detention Center and as a patrol supervisor at the Southwest Station. In July 2006, Captain Kubel transferred to Patrol and Corrections Planning where he worked on the design and planning for the Perris Station, Palm Desert Station, Thermal Station and the Smith Correctional Facility expansion.
Captain Kubel promoted to Lieutenant in September, 2007 and was assigned to the Southwest Station where he had management responsibilities for patrol operations, traffic services and investigations.
In August 2009, Captain Kubel transferred to Sheriff’s Court Services – Central where he managed the daily operations for four court facilities and the Sheriff’s Civil Bureau. In September 2011, Captain Kubel transferred to the Sheriff’s Professional Standards Bureau where he managed the Administrative Services Unit and the Administrative Investigations Unit.
Captain Kubel has a B.S. degree from Cal Baptist University. Captain Kubel and his wife, Angie, live in the City of Murrieta and have four daughters.
