Police: Temecula man arrested a third time for DUI

A 65-year-old Temecula man stopped Tuesday for not wearing his seat belt – and who was taken into custody for driving under the influence — turned out to be someone who had been arrested on suspicion of driving under the influence last month and November 2009, said Sgt. Mark Leggett in a news release.

On Monday, motorcycle officers from the Temecula Police Department were monitoring traffic near the intersection of Old Town Front Street and Santiago Road when they saw a motorist not wearing a seatbelt, Leggett said. They stopped the vehicle and discovered the driver, Raymond Lough, was driving on a suspended license and was also suspected of driving under the influence of alcohol and committing the offenses while out on bail, Leggett said.

Lough’s Mini Cooper had been released hours earlier after being impounded for 30 days following his arrest last month.

Lough was previously arrested during a grant-funded operation focusing on habitual DUI offenders on Feb. 2 for driving under the influence and driving on a suspended license. Lough had been arrested in November 2009 for driving under the influence and was a focus of the operation. His bail for the February arrest was set at $25,000. As a result of this most recent arrest, his bail was enhanced to $50,000 and his vehicle was impounded for another thirty days.

“We are committed to the vigorous apprehension of those who would defy the law and continue to place the public in harm’s way by driving while impaired” said Capt. Andre O’Harra, chief of Temecula police.
