BetMGM Oregon is a real, licensed sportsbook — and also not the app most Oregonians who bet on sports actually use. That job belongs to DraftKings, under an exclusive contract with the Oregon Lottery. BetMGM's entire Oregon presence lives inside one building: Spirit Mountain Casino, run by the Confederated Tribes of Grand Ronde, about an hour southwest of Portland.
How Oregon's Market Actually Works
Most states that legalized sports betting did it with a specific bill. Oregon didn't. The Lottery leaned on authority it already had — Article XV, Section 4 of the state constitution and ORS chapter 461 — and in August 2019 launched its own mobile app, Scoreboard, without a new vote in the legislature. Some lawmakers pushed back and asked for a legal opinion on whether the Lottery could really do that unilaterally; the opinion request went nowhere fast enough to stop the launch. In January 2022 the Lottery swapped its in-house app for an exclusive deal with DraftKings, which still runs the state's only statewide mobile sportsbook today.
August 2019: Oregon Lottery launches Scoreboard under existing constitutional authority, no new statute. 2020: Confederated Tribes of Grand Ronde sign Roar Digital (soon renamed BetMGM) as Spirit Mountain Casino's retail sportsbook partner. January 2022: Lottery replaces Scoreboard with an exclusive DraftKings contract. November 13, 2025: Oregon AG Opinion No. 8297 finds private online sports betting unlawful absent specific authorization.
Where BetMGM Actually Fits
Spirit Mountain Casino is the only place in Oregon where BetMGM legally takes a bet. The sportsbook sits off the casino's east entrance, with retail windows and kiosks plus a mobile app that only activates while a phone's GPS confirms it's on tribal land. Walk out to the parking lot and the app locks. It's the same retail-tethered model BetMGM runs at Washington's Emerald Queen Casino — a real license, just a license that ends at the property line.
Works: BetMGM retail and mobile sports betting, but only on Spirit Mountain Casino property in Grand Ronde. Does not work: the BetMGM app anywhere else in Oregon, and BetMGM Casino — that product isn't licensed in Oregon at all.
Is BetMGM Legit in Oregon?
Yes, in the sense that matters: it's the same MGM Resorts/Entain joint venture operating in 23 other states, not a locally skinned imitation. The Oregon State Police Tribal Gaming Section audits Spirit Mountain Casino's gaming operations for compact compliance, same as it does for the state's seven other tribal casinos. That oversight is real. It just runs through a tribal-state compact instead of a Lottery contract, which is why BetMGM never got the statewide slot DraftKings holds.
How Safe Is Betting Here, Legally Speaking?
"Safe" in Oregon is less about the operator and more about where a bettor's feet are standing. A November 2025 Oregon Attorney General opinion — requested by the Lottery itself — concluded that online sports betting, fantasy contests, and similar wagering run by a private operator counts as unlawful gambling under ORS 167.117 and 167.127 unless a specific exception applies. The Lottery's own DraftKings deal has that exception. A private operator's app reaching beyond a tribal casino's property line does not. It's a quieter rule than Washington's felony statute for transmitting a bet online, but it points the same direction: the statewide internet isn't where BetMGM is allowed to operate in this state.
No BetMGM Casino Here, Either
Even setting the sportsbook geography aside, Oregon bettors shouldn't expect online slots or table games to show up later. BetMGM Casino runs in exactly four states — Michigan, New Jersey, Pennsylvania, and West Virginia — and nothing in Oregon's tribal compact structure extends that product here.
Who This Actually Works For
Adults 21+ who can get to Spirit Mountain Casino in Grand Ronde get a real, regulated BetMGM sportsbook on the same odds the brand runs nationally. Everyone else in Oregon who wants a mobile app gets DraftKings, not BetMGM — and that's the honest answer, not a workaround. Treat any bet as entertainment spending, never income.
