Caesars Nebraska is a step ahead of most operators still waiting on this state. While BetMGM and FanDuel have no retail presence here at all, Caesars already runs a real sportsbook at Harrah’s Columbus, open since May 2024. That is a genuine, licensed Caesars operation today. It still cannot take a bet from a phone — Nebraska has never allowed that, for Caesars or anyone else — and whether that changes rests on a vote eighteen days from today.
Is Caesars Legal in Nebraska?
Nebraska voters approved a 2020 constitutional amendment letting licensed racetracks add casino-style gaming, and the Legislature followed up in 2021 with the Nebraska Racetrack Gaming Act (LB 561), which authorizes in-person sports wagering areas at those racinos. Caesars holds one of the resulting licenses: the Caesars Race & Sportsbook at Harrah’s Columbus, run jointly with Columbus Exposition and Racing. That license covers bets placed at a counter or kiosk inside the property. It does not, and cannot under current law, extend to a phone or a website anywhere in the state.
What’s actually at Harrah’s Columbus: a 2,100-square-foot sports and simulcast betting area with 17 screens, including a 163-inch video wall, plus wagering kiosks and a race book tied to the property’s one-mile track — the longest in Nebraska. It opened May 17, 2024, Caesars’ first wager accepted in the state.
Is Caesars Legit in Nebraska?
Yes, and the Harrah’s Columbus book is the proof. It runs under Caesars Entertainment (NASDAQ: CZR), the same publicly traded company behind Caesars Palace Las Vegas and the Caesars Sportsbook app in roughly two dozen other states, not a local operator leasing the name. The oddity is Caesars’ own marketing: its Nebraska web pages promote online betting the way they do in licensed states, even though that product does not legally exist here — a gap between the national site template and what Nebraska law actually allows, not a sign of anything shady at the retail counter.
Why There’s No App
LB 561 built the sports wagering area into the racetrack-casino license itself; it never created a category for standalone mobile or online betting. Nebraska is one of a shrinking handful of states with legal sports betting and zero legal path to a phone bet. Caesars could not get a Nebraska app approved even if it wanted to — there is no license to apply for.
Is It Safe to Bet With Caesars in Nebraska?
At Harrah’s Columbus, yes: the Nebraska Racing and Gaming Commission oversees the license, with the standard guardrails of age verification and self-exclusion. There is nothing comparable to assess online, because nothing online is legal here. Anyone who finds a site or app billed as “Caesars Nebraska” outside that one property is not looking at a sanctioned Caesars product.
The numbers: 1 Caesars-branded retail sportsbook (Harrah’s Columbus) · opened May 17, 2024 · 0 legal mobile or online sportsbooks statewide, from any operator · Nov. 3, 2026 ballot vote · June 1, 2027 rulemaking deadline if it passes.
What the November 3 Vote Could Change
Two linked measures on this year’s ballot would amend Nebraska’s constitution and set a statutory framework letting each of the state’s racinos partner with up to two online sportsbook operators — up to ten mobile licenses statewide. Caesars already has a working relationship with Columbus Exposition and Racing through the Harrah’s book, which would put it in a reasonable position to seek one of those online slots if the measures pass. Even then, the Racing and Gaming Commission has until June 1, 2027 to write the actual rules, so a real Caesars app in Nebraska is a 2027 story at the earliest, not a November one.
Who It Fits
Adults 21+ near Columbus who want a real, licensed Caesars sportsbook experience can walk into Harrah’s today. Anyone hoping to do that from a phone anywhere else in Nebraska has to wait on the November 3 vote and whatever rules follow it. Treat any wager as entertainment spending, not income. 1-800-GAMBLER if it stops feeling that way.
