FanDuel Rhode Island sports betting runs through exactly one app, and it has never been FanDuel's. Rhode Island doesn't license competing sportsbooks the way New Jersey or Pennsylvania do — it contracts with a single vendor to run the whole market on the Lottery's behalf. That vendor has been IGT since 2018. A second vendor is finally coming, and in May 2026 the state picked it. It's Bally's, not FanDuel.

Seven Years, One Operator

Governor Gina Raimondo signed sports betting into Rhode Island's FY2019 budget in mid-2018, and betting opened at Twin River Casino in Lincoln on November 26, 2018 — Tiverton followed weeks later. Mobile wagering arrived in September 2019 through the Sportsbook Rhode Island app, operated by IGT under its state contract. Online casino came later and the same way: a 2023 law handed Bally's, which by then owned the Twin River casino business, an exclusive online casino contract that went live March 5, 2024. Two products, two exclusive contracts, zero room for FanDuel in either.

Nov. 26, 2018: retail sports betting launches at Twin River, Lincoln. Sept. 2019: mobile wagering follows. March 5, 2024: Bally's online casino launches under its own exclusive contract. FanDuel appears in none of these dates.

Is FanDuel Legal in Rhode Island?

No, not as a sportsbook or casino — and that answer has nothing to do with FanDuel's standing as a company. Rhode Island structured both markets as state-run monopolies rather than open licensing regimes, so the real gatekeeping question was never “did FanDuel qualify” but “did the Lottery open a second contract at all.” For sports betting, it finally did in 2026. FanDuel still isn't who won it.

Bally's Just Became Operator #2 — Not FanDuel

The Lottery closed its request for qualifications in February 2026 with exactly two bidders: Bally's and Rush Street Interactive, which had proposed bringing its BetRivers brand to the state. FanDuel didn't submit a bid. On May 8, 2026, the Lottery tentatively awarded the second online sportsbook contract to Bally's on a five-year deal, with terms still being finalized. It can't launch before IGT's exclusivity ends on November 26, 2026, so the earliest a Rhode Islander sees a second sportsbook app is right around that date — and it still won't carry FanDuel's name.

Why FanDuel sat this one out: rather than bid under the existing structure, FanDuel backed H8186 in the House and a Senate companion, both aimed at a 2027 request-for-proposals that would open the market to several vendors and cut the state's roughly 51% revenue share. The Senate version cleared committee 7-0; the House version was held for further study after an April 29, 2026 hearing. Neither had passed as of this writing.

Is FanDuel Legit in Rhode Island?

As a company, yes — FanDuel runs licensed sportsbooks in two dozen other states and a casino product in five more. Nothing about Rhode Island's exclusion reflects on FanDuel's license record elsewhere. It's a market-structure problem, not a compliance one: the state picked a single vendor in 2018, extended that model to online casino in 2023, and only cracked the door for a second sports betting operator in 2026 — to a bidder that wasn't FanDuel.

The One Place You Can Actually Use FanDuel

Daily fantasy sports is different. Rhode Island's attorney general concluded in a 2016 opinion that DFS contests are legal games of skill under the state's “dominant factor” test, not illegal gambling, and recommended the legislature pass a licensing statute. Lawmakers never did. DFS still operates here on the strength of that opinion rather than a dedicated law — but it's the one FanDuel product a Rhode Island resident can actually open today, with no Lottery contract standing in the way.

Who It Fits

A Rhode Islander who wants FanDuel's sportsbook or casino specifically has nothing to open until the market structure changes — Bally's becoming operator #2 around November 2026 doesn't change that, since it still isn't FanDuel. FanDuel daily fantasy sports is the real option today. Betting, wherever it's available, is entertainment, not income — and Rhode Island's problem gambling helpline, 1-800-GAMBLER, is there if it stops feeling that way.
