Roobet Maine: Blocked Before the Law Even Caught Up

Roobet Maine is a search with a timing problem. Maine has changed its gambling law twice in four years — legal mobile sports betting arrived in 2023, and an online casino law followed in January 2026. Roobet hasn't moved at all in that window. 2023: Maine Turns On Sports Betting, With Just Two Operators

Maine legalized online sports betting via LD 585 in 2022, and the market launched in November 2023. The law took an unusual approach: rather than opening bidding to any operator willing to pay for a license, it gave Maine's four federally recognized tribes exclusive control, each allowed one partnership with a national brand. Two tribes chose DraftKings (through the Passamaquoddy Tribe) and Caesars Sportsbook (through the Maliseet, Mi'kmaq, and Penobscot tribes). That duopoly is still the entire legal sports betting market in Maine, and it has produced roughly $10 million in state tax revenue since launch.

2026: An Online Casino Law That Isn't Live Yet

Online casino play followed the same tribal-exclusivity model. Governor Janet Mills let LD 1164 become law without her signature in January 2026, again limiting each tribe to one third-party operator partnership. Caesars, DraftKings, and FanDuel already hold licenses under the new law — but as of this writing, none of them have announced a launch date for real- money play. Realistic estimates put the earliest live date in late 2026 or 2027, which means Maine currently has an online casino law with no online casino running under it.

Where Roobet Fits Into Any of This: Nowhere

Roobet was never a candidate for either Maine license. It's an offshore, non-tribal, Curaçao-licensed operator, and its Terms of Service have named the United States an Excluded Territory since 2020 — two years before LD 585 and four years before LD 1164.
