BetMGM is not legal in Spain, but calling this a licensing gap undersells what’s actually going on. One part of BetMGM’s corporate family has held a Spanish gambling license since 2019 — longer than the license MGM Resorts later used to launch BetMGM in three other European countries. Spain just never made the list.

Is BetMGM Legal in Spain? The DGOJ Has No Entry for It

Spain runs a single national licensing regime under Ley 13/2011, the Gambling Act, with the Dirección General de Ordenación del Juego (DGOJ) — housed inside the Ministerio de Derechos Sociales, Consumo y Agenda 2030 — issuing and enforcing those licenses. The DGOJ does not treat enforcement lightly: it reportedly ordered Spanish internet providers in May 2026 to DNS- and IP-block Polymarket and Kalshi as unlicensed gambling operators. There is no BetMGM.es and no DGOJ filing under the BetMGM name, under either half of its ownership.

The Part That Makes This Odd: LeoVegas Already Had the License

MGM Resorts International bought LeoVegas Group in 2022 and then used LeoVegas’s existing local licenses to launch BetMGM-branded sites abroad — the UK in August 2023, the Netherlands in April 2024, Sweden that October. LeoVegas had been licensed in Spain since 2019, its seventh regulated market at the time and four years older than the UK license MGM eventually used for the same playbook. The infrastructure to do the same thing in Spain has existed the longest out of anywhere BetMGM has actually launched. MGM just never pulled that lever here — LeoVegas kept running Spain under its own name and Royal Panda instead.

Three brands, one owner, zero overlap in Spain: LeoVegas.es and Royal Panda run Spain under LeoVegas Group’s own names. bwin.es, partypoker.es, and partycasino.es run it under Entain, BetMGM’s separate US joint-venture partner, through a Ceuta subsidiary. BetMGM itself appears on none of those three licenses.

Is BetMGM Legit? Yes — Just Not Here

Nothing about BetMGM’s legitimacy is in question anywhere it actually operates. MGM Resorts trades on Nasdaq, Entain trades in London, and LeoVegas Group has run regulated Nordic and European gambling brands for over a decade. That record simply does not transfer into a Spanish product, because legitimacy in a review like this one means checking an actual license in the market being asked about — and the DGOJ’s registry has nothing under BetMGM.

Is It Safe to Reach BetMGM From Spain Anyway?

No. BetMGM’s US product is geofenced to licensed states and two Canadian provinces; its European sites are geofenced to the UK, the Netherlands, and Sweden. A Spanish IP address does not have a legitimate BetMGM account waiting on either side of that fence, and the DGOJ’s 2026 blocking orders against unlicensed platforms are a real enforcement risk for anyone trying to route around it, not a theoretical one.

Who It Fits

No one in Spain, under the BetMGM name, today. A Spanish reader looking for a DGOJ-licensed option tied to the same corporate family should look at bwin.es (Entain) or LeoVegas.es (LeoVegas Group) directly — both are real, licensed products, just not the one this page is about. Gambling, wherever it’s actually licensed, should stay entertainment spending, never income. 18+.
