BetMGM is not legal in Italy, but the usual explanation — no local partner, no license anywhere nearby — does not hold up here. Both companies that make up BetMGM, Entain and LeoVegas Group, already operate in Italy under Italian gambling concessions. They just do it as Eurobet and LeoVegas, two brands most Italian bettors already know, rather than as BetMGM.

Is BetMGM Legal in Italy? ADM Has No Entry for It

The Agenzia delle Dogane e dei Monopoli (ADM) runs Italy's gambling concessions, and the system got rebuilt under Legislative Decree 41/2024. A tender drew 52 applications; ADM cleared 46 operators to the next stage in mid-2025 and pushed the final application deadline to November 12, 2025. The new concessions carry a roughly €7 million fee apiece — up from €200,000 under the old regime — and replaced the old multi-brand “skins” setup with one official domain per licensee. BetMGM is not among the approved operators, and there is no BetMGM.it.

Is BetMGM legal in Italy? No. BetMGM holds no ADM concession. Its two owning companies do hold Italian concessions — just under different brand names.

Entain's Half: Eurobet, Not BetMGM

Entain, the London-listed company that owns half of the BetMGM joint venture alongside MGM Resorts International, runs its Italian business as Eurobet (Eurobet Italia S.r.l.), one of the operators named on ADM's 2025 shortlist, and is also reported to operate partypoker.it in the same market. This is the same pattern Entain uses in Germany, where it operates as bwin instead of BetMGM — a recognizable local brand standing in for the joint-venture name everywhere outside the US and two Canadian provinces.

LeoVegas's Half: Already Here, Under Its Own Name

MGM Resorts bought LeoVegas Group in 2022 and later used its licenses to launch BetMGM-branded sites in the UK (August 2023), the Netherlands (April 2024), and Sweden (October 2024). LeoVegas also holds a long-standing Italian concession — commonly cited as ADM no. 16019, though sources disagree on the exact figure — and runs LeoVegas.it directly. Unlike Spain, where LeoVegas has a license but never ran BetMGM on it either, Italy is a market where LeoVegas is actively operating under its own name right now, with no sign the BetMGM brand is coming along for the ride.

BetMGM's ownership in Italy, at a glance:

  • Regulator: Agenzia delle Dogane e dei Monopoli (ADM), under Legislative Decree 41/2024
  • Entain in Italy: Eurobet (Eurobet Italia S.r.l.), plus reported partypoker.it
  • LeoVegas Group in Italy: LeoVegas.it, concession commonly cited as ADM no. 16019
  • BetMGM in Italy: no concession, no domain, no launch announced
  • Advertising: 2018 Dignity Decree ban still in force through 2026

Is BetMGM Legit? Yes — Just Not as a Separate Italian Brand

Nothing about BetMGM's corporate legitimacy is in question. MGM Resorts trades on Nasdaq, Entain trades in London, and both of their Italian operating businesses — Eurobet and LeoVegas — hold real ADM concessions under the country's newly rebuilt licensing regime. That legitimacy simply attaches to those two names, not to BetMGM, because no BetMGM product has ever been filed with ADM.

Is It Safe to Use a Site in Italy Claiming to Be BetMGM?

No. Since there is no licensed BetMGM.it, any site using that name to reach Italian users sits outside ADM's oversight entirely — outside the compliance and tax rules that bind Eurobet and LeoVegas, and outside the advertising limits the Dignity Decree still imposes on every legitimate concession holder in 2026.

Who It Fits

No one, as a BetMGM product specifically — Italy has no BetMGM account to open. An Italian reader who wants whatever BetMGM's owners actually operate locally has Eurobet (Entain) or LeoVegas (LeoVegas Group) directly, each under its own ADM concession and its own rules. Neither is a BetMGM workaround, and gambling, wherever it's licensed, should stay entertainment spending, never income. 18+.
