BetMGM Kansas has run as a licensed, mobile and retail sportsbook since September 1, 2022. That part is routine. What's unusual is what the state does with the tax it collects on every BetMGM wager — because Kansas built a fund out of sports-betting tax dollars with one explicit job: pull the Kansas City Chiefs across the state line. By most accounts, it worked.

Is BetMGM Legal in Kansas?

Yes. Gov. Laura Kelly signed Senate Bill 84 in May 2022 — the House had passed it 73-49 that May, following a 21-13 Senate vote — and held a separate ceremonial signing on June 20. The law took effect July 1, 2022, and the Kansas Racing and Gaming Commission (KRGC) and Kansas Lottery finished rulemaking in time for a statewide launch on September 1, 2022, timed to catch the start of the NFL season. BetMGM has held a continuous Kansas license since that first wave.

Is BetMGM Legit in Kansas? The Tether Nobody Markets

Kansas runs sports betting through its four state-owned commercial casinos — the Lottery's own director has said the Lottery technically owns every commercial casino game in Kansas, sports wagering included. Each casino can bring in up to three online sportsbook brands. BetMGM's own promotional footer names its partner as Kansas Crossing Casino & Hotel in Pittsburg, owned and managed by Kansas Crossing Casino, L.C. — not an MGM Resorts property. That's the same shape of arrangement BetMGM runs in Iowa, Kentucky and Louisiana, where MGM also has no casino of its own to attach to.

Separately, BetMGM has a real Chiefs tie: the brand is the Kansas City Chiefs' official sports betting partner — a marketing deal that sits on top of, and has nothing to do with, its regulatory tether through Kansas Crossing.

The Fund Built to Poach the Chiefs

Kansas taxes sports-wagering revenue at a flat 10%, one of the lowest rates in the country, and SB 84 routes 80% of that tax into the "Attracting Professional Sports to Kansas Fund" — created, on the record, to help the state pitch professional teams on relocating. Legislators talked openly about the Chiefs and Royals while the bill moved through the House in 2022. By October 2025 the fund had grown past $26 million. In January 2026, the Chiefs announced a roughly $3 billion domed stadium planned for Wyandotte County, Kansas, financed mainly through Kansas STAR bonds covering up to 60% of the cost — a far bigger instrument than the betting fund alone, but the fund was the seed money Kansas lawmakers originally pointed to when they wrote this plan into law.

The twist: BetMGM markets itself as the Chiefs' official sportsbook partner around a Missouri stadium, while every dollar a Kansas bettor stakes with BetMGM helps fund the state effort to move that same team to Kansas soil. Missouri lawmakers were still publicly pushing back on the relocation as of January 2026.

Is BetMGM Safe to Use in Kansas?

Yes. The KRGC and Kansas Lottery jointly license and audit every operator, enforce geolocation to confirm a bettor is physically inside Kansas, and require standard responsible-gambling tools — deposit limits, time-outs, self-exclusion. None of that changes the math on any individual bet; "safe" here means regulatory accountability, not better odds.

No Online Casino, and a Tax Fight Brewing

SB 84 covers sports wagering only — Kansas has no legal online casino market as of October 2026, so BetMGM's casino product stays limited to Michigan, New Jersey, Pennsylvania and West Virginia. Separately, Kansas legislators have been debating whether to raise the 10% tax rate or rework revenue-sharing terms as the state's five-year sportsbook contracts — BetMGM's included — approach their August 2027 expiration, with operators warning that a higher rate could push betting back underground.

Who It Fits

Kansas bettors 21 and older get a sportsbook that's been licensed without interruption since the state's first launch window, backed by a real regulator and a tether structure that's standard here, not a red flag. Treat any wager as entertainment spending, not a path to income — and definitely not a stake in whether the Chiefs actually end up playing home games a few miles from where you placed the bet.
