BetMGM Indiana has run as a licensed online sportsbook since February 25, 2020 — one of the longer tenures on this site — but the structure behind it is unusual. Indiana doesn’t issue standalone mobile sportsbook licenses; every app has to be tethered to an actual casino. BetMGM’s tether isn’t an MGM property. It’s Belterra Casino Resort, a Boyd Gaming riverboat in Switzerland County that, by most market trackers’ counts, pulls in less betting volume than almost anything else propping up a major sportsbook app in this state.
Is BetMGM Legal in Indiana?
Yes. Governor Eric Holcomb signed House Enrolled Act 1015 in May 2019, the enabling law that let Indiana’s riverboats and racinos offer retail and mobile sports wagering. Retail betting opened September 1, 2019; mobile followed roughly a month later. BetMGM wasn’t part of that first wave — Roar Digital, the MGM Resorts/GVC (now Entain) joint venture behind the brand, received Indiana Gaming Commission approval through Belterra and went live February 25, 2020, the state’s fifth online sportsbook after DraftKings, FanDuel, BetRivers, and BetAmerica.
The market-access structure: Indiana requires every online sportsbook to attach to a licensed riverboat or racino. BetMGM’s anchor is Belterra Casino Resort (Boyd Gaming), in Switzerland County — not an MGM property, and a smaller casino than the ones backing most of BetMGM’s competitors here.
Is BetMGM Legit in Indiana?
Yes, and the clearest evidence is how the state’s one real enforcement action against BetMGM here played out. In June 2024 the Indiana Gaming Commission approved a $2,500 settlement (Order 2024-94) after BetMGM discovered that a player on the state’s voluntary self-exclusion list had opened a new account during a 2023 migration to a single-wallet betting system. That player deposited $310, wagered $443, and withdrew $107.50 before BetMGM caught the gap, closed the account on January 11, 2024, and reported itself to the Commission three weeks later. Fanatics paid the identical $2,500 for the same migration problem. It’s a real compliance miss, sized in the hundreds of dollars, caught and disclosed by the operator rather than uncovered by a regulator digging for it.
How Safe Is BetMGM for Indiana Players?
BetMGM operates under a continuous Indiana Gaming Commission license, with geolocation enforcing the state line and the same self-exclusion and deposit-limit tools every licensed Indiana sportsbook has to offer. The 2024 settlement is the honest caveat: those tools briefly failed one self-excluded player during a technical migration. It is not evidence the license itself is shaky, and it hasn’t recurred in any later Commission order found for this page — but readers who rely on self-exclusion should know the protection isn’t absolute even on a fully licensed app.
No Online Casino — Here or Anywhere in Indiana
Indiana has never legalized online casino gaming for any operator, so BetMGM’s casino product — live in Michigan, New Jersey, Pennsylvania, and West Virginia — has nothing to run on here. Two recent attempts to change that both failed. House Bill 1432 (2025) would have taxed online casino revenue at 26% through mid-2026, then a graduated 22%–30%, but it died in the House Ways and Means Committee after Speaker Todd Huston called the proposal too complex to move. A pared-down 2026 successor, House Bill 1078, dropped casino gaming entirely and tried to legalize online lottery sales alone — and even that narrower bill couldn’t find enough votes, pulled from the House floor calendar on January 20, 2026.
Tax: 9.5% flat on sports-wagering adjusted gross revenue. Regulator: Indiana Gaming Commission. Casino: not legal for any operator, including BetMGM.
The College Prop Bet Rule Worth Knowing
Indiana already bars in-play (live, after-the-whistle) player props on college athletes and restricts college wagering to Division I — rules the Commission enforces through its betting-catalogue directive, not just a BetMGM house policy. In 2026 the NCAA asked the Commission to go further and ban pregame college player props too. The Commission tabled that request in June and then unanimously rejected it at a September 24, 2026 meeting, so pregame college player props stay open on BetMGM and every other Indiana sportsbook — for now. Anyone betting college sports here should expect that line to keep moving.
Who It Fits
Adults 21+ in Indiana who want a licensed BetMGM sportsbook and don’t mind that the license traces to a small Boyd Gaming riverboat rather than an MGM-branded casino floor. There’s no BetMGM Casino to wait for — two separate bills have now failed to create one — and the one enforcement action on record was small, self-reported, and resolved. Betting is entertainment, not income; if it stops being fun, Indiana’s problem gambling helpline is 1-800-9-WITH-IT.
