Brazil has three. A federal council banned the product. A telecom regulator blocked the domain. And Polymarket, rather than wait to see if that held, went and blocked Brazilian users itself — twice, months apart.
Is Polymarket Legal in Brazil? What Resolution 5.298 Actually Bans
Brazil’s Conselho Monetário Nacional, chaired by Banco Central president Gabriel Galípolo, published Resolution 5.298/2026 on April 24, 2026, in force since May 4. It bans the offer and trading of derivatives tied to sports events, online games, and political, electoral, social, cultural or entertainment outcomes that lack a real economic-financial reference point — the same rule that hit Kalshi. The same day, the Finance Ministry’s betting oversight arm asked Anatel to block roughly 27 prediction-market platforms nationwide, Polymarket and Kalshi named specifically, and the block was live by April 27.
The Brazil timeline — three separate actions:
- April 24, 2026 — CMN publishes Resolution 5.298/2026
- April 27, 2026 — Anatel’s domain-level block goes live for Polymarket and 26 other platforms
- Following weeks — Polymarket begins blocking Brazilian IP addresses at the site itself
- July 7, 2026 — Polymarket restricts Brazilian access through its own API
- July 28, 2026 — Polymarket’s official restricted-countries table formally adds Brazil
Why Polymarket Blocked Itself After Anatel Already Had
Anatel’s order works at the internet-provider level: Brazilian ISPs stop resolving the domain. That does nothing about a user who reaches polymarket.com another way — a foreign DNS, a different network path. Reporting from Exame, Cointelegraph Brasil and SpaceMoney describes Polymarket closing that gap on its own, first by blocking Brazilian IP addresses at the platform interface, then by tightening its API in July 2026 after some traders kept working programmatically around the web-level block. Compare that to Kalshi’s Brazil page on this site: Kalshi kept a narrow economic-indicator channel alive through a partnership with the brokerage XP. Polymarket has no equivalent Brazilian intermediary, so when its own blocks closed, nothing was left open behind them.
Three walls, three owners. Anatel: domain block, government order. Polymarket web: IP block, company decision. Polymarket API: access restriction, company decision, added months after the first two. None of the three required the other two to exist — each one closes a door the others left open.
World Cup Markets Tagged Brazil, Off-Limits to Brazilians
The timing lands awkwardly. Polymarket has run hundreds of active markets tagged to Brazil’s national team through the 2026 World Cup, part of the roughly $10.8 billion the platform moved globally during the tournament in June 2026. Those are markets about Brazil’s results, not access from Brazil — and by the time the July restrictions landed, a Brazilian resident watching their own team’s odds move couldn’t open a new position on it even from inside the country generating so much of the interest.
Is Polymarket Legit, Given the Brazilian Ban?
Worth separating, the same way this site treats every Polymarket country page. The platform has settled enormous volume on elections, sports and culture markets worldwide without a payout scandal attached to its name. Resolution 5.298/2026 is a finding about an unlicensed product category under Brazilian financial law — it is not a claim that Polymarket doesn’t pay out where it operates legally. Legit as an exchange and permitted under Brazilian law are two different facts. Only the second one is settled here, and it’s settled against Polymarket.
